Description

The United Nations Environment Programme (UNEP is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is located in Baghdad, Iraq under the authority of UNEP West Asia Office. The Associate Programme Management Officer typically reports to the head of a unit or to a Senior Programme Officer. The focus of this job is to support the implementation, monitoring and evaluation of programmes, operations and other activities in an assigned functional area.

Within delegated authority, the incumbent will be responsible for the following duties:

Responsibilities
•Provide support to the implementation of the Environment Information System project, including, analyzing and communicating national priorities and needs, coordinating steering committee meetings, technical workshops, field missions and reporting.
•Serve as liaison and point of contact between UNEP, the Ministry of Health and Environment and other national stakeholders with regard to programme development and implementation in the area of environment indicators and assessment in Republic of Iraq.
•Participates in the development, implementation and evaluation of the assigned projects and activities; helps to monitor and analyze project development and implementation; reviews relevant documents and reports; assists with identifying problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
•Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan and contributing to task forces and teams the client will use to manage the change.
•Researches, analyzes and presents environmental data and information gathered from diverse sources as directed by the supervisor
•Assists in policy development, including the review and analysis of environmental issues and trends, supports the preparation of evaluations or other research activities and studies.
•Supports survey initiatives by assisting with designing data collection tools; reviews, analyzes and interprets responses, helps in identifying problems/issues and preparing conclusions.
•Prepares and review various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
•Assists in providing substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•In close collaboration with the team lead, the incumbent undertakes outreach activities on environment; helps to conduct training workshops, seminars, etc.; makes presentations on assigned topics/activities.
•Participates in or supports field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
•Helps in coordinating activities related to budget and funding project preparation and submissions, annual and semi-annual, progress reports against agreed milestones, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
•Performs other duties as required.
