Mission of the Department:
The WWF International Regional team for Asia Pacific is responsible for managing and providing oversight to WWF International Managed Offices in the Asia Pacific region comprising; Cambodia, Laos, Myanmar, Thailand, and Vietnam, Mongolia, Fiji, Papua New Guinea and the Solomon Islands. The Regional team provides support to Country Directors and their country management teams to ensure the offices have the required capability to deliver high conservation impact and outcomes.
 
  
The Role:
The Director, Program Quality Asia Pacific, is responsible for the development and scalability of high quality, innovative programs, working closely with the Asia Pacific Country Offices in an enabling role, and with relevant department heads at the global level to ensure program quality and compliance.
 
The role monitors the quality of the implementation of those programs and builds the delivery of appropriate monitoring, evaluation, accountability and learning systems. The Director, Program Quality secures and oversees the strategic partnership development and management of large/multi-country public sector partnerships and supports regional fundraising to strengthen the growth of country offices. Working as a collaborative team member within the WWF International Regional Asia Pacific Senior Management Team.(SMT) and the Regional Management Team (RMT), the role ensures quality program delivery against WWF’s Global Goals on preventing species extinctions, habitat loss and reducing human footprint on the planet’s natural resources.
 
 
Major Duties and Responsibilities

  • In close collaboration with the Conservation Impact Director Asia Pacific, provide leadership, direction and capacity to support conservation program quality, monitoring & evaluation and risk mitigation in the Asia Pacific Region to reinforce the WWF Global Network Performance, Accountability Framework and Impact Monitoring
  • Support Asia Pacific Country Offices to ensure risk-related processes relating to Program Quality: including screening, documentation, monitoring and mitigation are built into projects and programs (e.g. Risk Registers, CQC compliance, ESSF, Grievance mechanisms);
  • In collaboration with the Head, Quality Assurance, ensure program screening mechanisms are in place at the country level for strategic, quality and risk checks in project development and that approvals processes, and escalation protocols are followed as needed for high risk projects;
  • Strengthen program guidance and support for Asia Pacific Country Offices to hit ambitious internal targets in key areas in the Network Performance Overview, including carbon emissions, energy consumption, plastics, paper and other policy approaches to reducing WWF operational impact on environment;
  • Support National Offices in the region, as required, to develop their knowledge management systems and processes, enabling them to show evidence both internally and externally on how they contribute to achieving global conservation impact indicators;
  • Work with the Conservation Impact Director Asia Pacific, to develop and implement tracking mechanisms to demonstrate progress towards regional strategy delivery and Global Goals.
  • Develop capacity assessments, support training and regional cross-learning opportunities to improve conservation-related data collection, analysis and publication to feed into evidence-based conservation in the region; in collaboration with the Practices, Organisational Development and People & Culture teams, as and when required.
  • Identify and secure regional level technical partnerships which support streamlined and best practice work in conservation design and monitoring, increase the use of data sets and WWF publication record, improve program visibility and contribute to evidence-based conservation;
  • Develop strategic partnerships and networks to secure large/multi-country Public Sector Partnerships funding for priority programmes; Oversee and support regional fundraising initiatives (including bilateral and multilateral public sector partners, major gift donors, foundations, corporates).
  • Monitor and provide regular updates to Regional and Country Office leadership on global and regional initiatives related to risk, monitoring and evaluation and eensure Regional and Country Office senior management is informed of best practice and changes;
  • Support the Regional Director Asia Pacific, and Executive Director Finance & Quality Assurance to embed a quality assurance culture within the country offices and establish the department as a centre of excellence within the Asia Pacific region
  • Liaise closely with the Director, Programme Quality- Africa to share best practices, knowledge and key trends and indicators.
  • Performs other duties as requested by the Regional Director Asia Pacific Country Offices.
