Org. Setting and Reporting
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is located in UNEP, the Latin America and Caribbean Office in Panama.

Under the direct supervision of the Regional Climate Change Coordinator and in close collaboration with the Finance Management Officer, the Programme Assistant will be responsible for duties related to budget/finance, day -to-day programmatic and administrative issues including travel and meeting arrangements at the Climate Change Unit with specific, but not limited, focus to the Global Environment Fund (GEF)-financed project Building Climate Resilience of Urban Systems through Ecosystem-based Adaptation (EbA) in Latin America and the Caribbean. Specifically,the incumbent will be responsible for the following:

Responsibilities
1. FINANCE AND BUDGET: Standardize the financial and accounting systems of the project while maintaining compatibility with UN Environment’s financial accounting procedures. Prepare budget revisions. Comply and verify budget and accounting data by researching files calculating costs and estimating anticipated expenditures from readily available information sources. Monitor budget implementation/expenditures and recommend reallocation of funds as necessary. Prepare periodic accounting records by recording receipts and reconciling data for recurring financial reports. Payments: Review and support processing of payments and advances to third parties, consultants and individual contractors. Process all types of payment requests for settlement purposes, including quarterly advances to partners upon joint review.

2. PLANNING AND ADMINISTRATION: Assist in the preparation of annual procurement plans. Assist in the preparation of annual work plans. Assist in the timely issuance of contracts and agreements and assurance of other eligible entitlements of project personnel, partners and experts. Assist in the preparation of status reports, progress reports and other financial reports. Undertake project financial closure formalities including submission of terminal reports, transfer and disposal of equipment, processing of semi-final revisions ans support professional staff in preparing terminal assessment reports. Assist in
travel and meeting arrangements.

3. CONTRIBUTIONS: Assist in the review of deposits or contributions reports from donors. Coordinate with Headquarters and Divisions the proper registration of cash funds and subsequent registration of allotments. Assist professional staff regarding queries on donors payments and deposits.
