The “EU4BiodiversityInSevan: Enhancing Lake Sevan Ecosystem Restoration” project is a three-year initiative (2025–2028) funded by the European Union and implemented by the United Nations Development Programme (UNDP) in close cooperation with the Ministry of Environment of Armenia. The project aims to create an enabling environment for the long-term sustainability and restoration of Lake Sevan – the largest freshwater body in the Caucasus -by addressing critical gaps in governance, technical capacity, and financial mechanisms. It directly supports Armenia’s international commitments under the Comprehensive and Enhanced Partnership Agreement (CEPA) and the Global Biodiversity Framework, particularly in the lead-up to the 17th Conference of the Parties (COP17) to the Convention on Biological Diversity to be hosted in Yerevan in 2026.

The project focuses on three primary outputs: strengthening the institutional and human capacities of entities responsible for the lake’s management; improving the effectiveness of on-the-ground ecosystem restoration measures, such as riverbank rehabilitation and forest cover assessments; and enhancing financial sustainability through private sector engagement and new incentive mechanisms. By fostering inter-sectoral coordination and introducing nature-based solutions, the initiative seeks to halt biodiversity loss, reduce water pollution, and build climate resilience. Ultimately, the project aims to safeguard Sevan’s ecological integrity while improving the livelihoods and economic opportunities for the local communities within the basin.

The Project works closely with the Ministry of Environment and its structures (Sevan National Park, Hydrometeorology and Monitoring Center, etc.), Sevan Basin Management Organisation (BMO), local authorities, academia, civil society and private sector partners. The project is aligned with the Sevan River Basin Management Plan, Armenia’s National Biodiversity Strategy and Action Plan (2025-2030), national environmental legislation, and EU-funded national and regional initiatives such as EU4Sevan+ and EU4Environment.

Institutional Arrangement

Under direct supervision and overall guidance of the UNDP CO Climate, Environment and Resilience (CER) Programme Analyst the incumbent provides effective and efficient management of the project through a range of actions contributing to the design, planning, management and monitoring of project activities.

The incumbent is accountable to the Project Board and is responsible for the overall day-to-day management of the project behalf of the Implementing Partner.

The incumbent will inform the Steering Committee and the Project Assurance roles of any delays or difficulties as they arise during implementation so that appropriate support and corrective measures can be adopted.

Job Responsibilities

Consistent with the project’s objectives, the Project Analyst (Coordinator) is responsible for the overall management, operational oversight, quality assurance, coordination, reporting, visibility, and stakeholder engagement required to ensure effective delivery of all project outputs. The Project Analyst manages the project team, supervises experts and consultants, oversees financial performance, ensures compliance with UNDP and EU rules, and maintains productive engagement with national and international partners.

The Project Analyst will perform the following functions:

Project Management and Implementation Oversight

  • Lead day-to-day management of the project and supervise project staff, consultants and subcontractors.
  • Ensure that all activities are implemented in accordance with the Description of the Action (DoA), workplans, risk logs, procurement plans and timelines.
  • Develop, update and operationalize annual and quarterly work plans and procurement plans.
  • Oversee implementation of baseline studies, technical assessments, ecosystem restoration pilots, biodiversity conservation actions and financing mechanism development.
  • Ensure coherence across Outputs 1-3 and across implementing partners.

Financial Management and Operational Compliance

  • Manage and monitor the financial performance of the project and ensure budget delivery aligned with EU and UNDP rules.
  • Review and validate expenditure requests, contracts, ToRs, deliverables and payments.
  • Supervise the Project Assistant in financial planning, monitoring and logistical arrangements.
  • Serve as the custodian of project assets and ensure proper inventorying and reporting.

Stakeholder Coordination and Partnerships

  • Coordinate closely with the Ministry of Environment and all relevant structures, including Sevan National Park, EcoPatrol Service, Hydrometeorology and Monitoring Center, Sevan BMO, etc.
  • Ensure synergy with EU- and donor-funded initiatives, including EU4Sevan+, EU4GREEN, UNDP/GEF projects and others.
  • Participate in Project Steering Committee meetings, technical working groups, stakeholder consultations, national/regional workshops and high-level events, including COP17.
  • Build and maintain strategic partnerships with government, CSOs, academia and private sector actors.

Monitoring, Reporting, and Quality Assurance

  • Lead preparation of annual narrative and financial reports and the Final Report to the EU.
  • Ensure results are monitored against logframe indicators, including gender- and age-disaggregated data.
  • Review technical reports, studies, and consultant deliverables for quality and compliance.
  • Support independent mid-term and final evaluations.
  • Ensure alignment with national regulatory frameworks and strategic planning documents.

Communication, Visibility and Knowledge Management

  • Implement and monitor full adherence to EU and UNDP visibility and communication requirements across all project platforms and outputs.
  • Lead the production of high-quality communication materials, including awareness campaigns, interviews, blogs and public-facing digital content.
  • Promote systematic knowledge sharing by documenting lessons learned, case studies and best practices to ensure the broad dissemination of project achievements.
  • Lead the project’s engagement at COP17 by managing the flow of communication and visibility materials among the national delegation and international partners to ensure a unified and timely presentation of the project’s biodiversity achievements.
  • Lead the preparation of thematic briefs and technical inputs for COP17, showcasing project results in strict alignment with UNDP and EU strategic priorities.
  • Facilitate coordination between the Ministry of Environment and international partners to ensure unified messaging and high-level representation at global forums.
  • Identify and leverage opportunities for new partnerships and resource mobilization through proactive external communication and project showcasing.

Strategic Guidance and Programme-Level Support

  • Provide inputs to CER Portfolio planning, reporting, monitoring, and quality assurance processes.
  • Serve as a COP17 liaison, coordinating with the national delegation, UNDP regional teams, and the EU Delegation to ensure the timely submission of required inputs and coherent positioning of project outcomes.
  • Support development of project concepts, proposals and fundraising efforts in related thematic areas.
  • Identify opportunities for new partnerships and resource mobilization.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Job Requirements

Education

  • Advanced university degree (master’s degree or equivalent) in Environmental Management and Policy, Natural Sciences or related field is required, or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience

  • A minimum of 2 years (with master’s degree) or 4 years (with Bachelor’s degree) of relevant professional experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.

Required Skills

  • Experience in managing projects, including design, implementation, monitoring and evaluation, as well as supervising staff.
  • Experience in the use of computers, office software packages and web-based management systems, and advanced knowledge of spreadsheet and database packages.

Desired Skills

  • Experience with institutional framework governing natural resources management and climate policy in Armenia
  • Experience in working, liaising, and collaborating with Government counterparts, UN Agencies, NGOs, civil society organizations and public international organizations
  • Experience with the Protected Area management concept and market related mechanisms governing natural resource use schemes
  • Experience in networking and partnership development
  • Prior experience with EU or other donor funded project management and/or implementation

Required Languages

  • Fluency in English and Armenian languages is required.

Professional Certificates

  • Certification in project management is an asset.
