Description

UNEP invites proposals from qualified organizations to serve as implementing partners under the IKI-GIZ ‘FAST’ Project, which aims to support the transformation of public finance systems to accelerate biodiversity protection. This call targets delivery of Output I (Knowledge and Evidence) and Output IV (Global Exchange), in one of four countries: Brazil, Costa Rica, Indonesia, and Nigeria. Each proposal must be country-specific and cover all designated work packages under Output I; Output IV is optional but preferred.

Scope of Work

Output I – Knowledge and Evidence (Up to USD 450,000 per country)

  • Conduct stocktaking, gap analyses, feasibility studies, and capacity needs assessments.

  • Analyze biodiversity impacts of public finance flows and support national workshops.

  • Strengthen local research networks and knowledge production on green public finance.

  • Develop and apply biodiversity-related metrics, indicators, and inclusive finance data.

Output IV – Global Exchange (Up to USD 100,000 per country)

  • Facilitate peer-to-peer exchange and regional/global knowledge events.

  • Establish cross-country Communities of Practice on Sustainable Public Finance (SPF).

  • Disseminate project findings, best practices, and good practices across countries.

Cross-cutting Requirement:
Each selected implementing partner must recruit a national project coordinator for 2026–2029 to support coordination among UNEP, GIZ, and country stakeholders.

Eligibility and Requirements

  • Registered non-profit status in the target country or within the regional UN DESA group.

  • Proven experience with biodiversity finance, governance, and multi-stakeholder engagement.

  • Strong knowledge of national biodiversity frameworks and public financial systems.

  • Technical expertise in policy analysis, capacity development, and knowledge management.

  • Ability to deliver high-quality outputs on time, with a multidisciplinary project team.

Proposal Submission Requirements

  • Completed application template outlining methodology, milestones, and deliverables.

  • CVs and roles of proposed team members.

  • Detailed activity-based budget and time allocation.

  • Annex of past relevant assignments and experience.

  • Mandatory declarations and legal documentation.
