In 2008, The Nature Conservancy began working in Mongolia, and completed four eco-regional assessments, which helped the government identify critical areas that would collectively protect biodiversity and serve as a blueprint for expanding the country’s network of national and local protected areas. In addition to its significant conservation, science and planning contributions to Mongolia’s Protected Area Strategy, TNC launched its Community based Natural Resource Management Strategy in 2017 with an aim to improve the health of Mongolia’s vast grasslands and support the wildlife and people dependent upon it. This strategy rests on the principle that conservation outcomes are most effectively achieved with and through the people dependent upon those resources. Since the launch of the strategy, TNC Mongolia has been implementing Community-led Conservation (CLC) project in Khovd, Govi-Altai, Khentii, Dornod and Khusvgul aimags.

WHAT WE CAN ACHIEVE TOGETHER

The Natural resource management (NRM) officer will be part of the Community-led conservation project team, but will closely work with all staff, local communities, and stakeholders. Under the general supervision of the CLC project lead the NRM officer will act as the focal point on all aspects related to community based natural resource management (CBNRM), grasslands management, community engagement plan in protected areas management.

NRM officer will ensure effective and efficient management and reporting of the results and impacts associated with the CBNRM interventions including the pasture management plan, ecosystem monitoring, and volunteer ranger training. She/he is also expected to contribute to initiatives related to the sustainable financing of CBNRMP, soum level grasslands management and PA management.

This position is based in the TNC Country office in Ulaanbaatar, Mongolia. This is an initial 6moths term-limited position with extension up to 2 years will be subject to performance and needs.

Responsibilities & Scope

  • Develop and implement a strategy and action plan to implement the CBNRM, consistent with the overall project goals and aims of the CLC project;
  • Coordinate with local stakeholders, CBO members and herders, and ensure successful implementation of the pasture management plan;
  • Liaise with project partners and local stakeholders to ensure the implementation of the planned field activities;
  • Provide necessary technical guidance and capacity development orientations and training to the local stakeholders including the CBOs and CBO associations.
  • Conduct continuous assessment/evaluation of progress on natural resources management related activities;
  • Prepare reports, information materials, and publications on the project activities under the respective components;
  • Provide support to science, ecosystem monitoring and M&E related interventions;
  • Performs tasks with minimal supervision and makes independent decisions based on analysis, experience and context.
  • May work in variable weather conditions, at remote locations, on difficult and hazardous terrain and under physically demanding circumstances.

  • Travel and work flexible hours as needed.

WHAT YOU’LL BRING

  • Bachelor’s degree and 3 years’ experience in natural resource management, pasture management or similar field or equivalent combination of education and experience.
  • Experience managing staff or volunteers.
  • Experience completing tasks independently with respect to timeline(s).
  • Relationship building experience to work closely with a variety of partners, i.e., media, government officials, internal scientists.
  • Experience using common software applications such as Word, Excel, web browsers, etc.
  • Experience in training

 

DESIRED QUALIFICATIONS

  • Multi-lingual skills and multi-cultural or cross-cultural experience appreciated
  • Knowledge of land management conservation practice and conservation science.
  • Ability to explain conservation practices to technical and non-technical audiences
  • Knowledge of current trends and practices in conservation, land management, and natural resource preservation.
  • Completing tasks independently with respect to timeline(s).
  • Excellent communication skills via written, spoken and graphical means in English and other relevant languages.
