The Philadelphia Program Manager is responsible for managing all phases of parks and playground projects in Philadelphia. This includes community engagement, partnership with the School District of Philadelphia, the Philadelphia Water Department, Parks and Recreation, and other local partners. The Program Manager will manage outside consultants who will develop all technical design documents, and who will serve as general contractors during project construction. 
 
Critical aspects of the position involve maintaining close communication and coordination with public agencies, overseeing consultants and identifying emerging issues, ensuring projects are completed on or under budget, coordinating with internal staff to ensure all legal, financial, and other guidelines are followed, and involving all necessary agency and community stakeholders as a project advances.
 
The Program Manager will report to the Senior Program Manager of Park, Design and Development for Philadelphia, and join a team of committed, passionate, and collaborative people working in the range of areas needed to deliver our mission.
Essential Functions:
75%        Manage all aspects of the park/playground development process including oversight of design consultants, engineering firms, environmental consultants and construction contractors.  The Program Manager will take primary responsibility for project design, project schedules, project budgets, project bidding and day-to-day project oversight.

15%       Support Program leadership in the development of plans for the growth of the program.

5%          Work with other urban programs and staff in other TPL offices to help advance urban park projects. Assisting Program leadership and working as a team to address local priorities while aligning the program to our national program initiatives.

5%          Other administrative tasks.
