Description

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s Law Division works with international and non-overnmental organizations, national and local governments, business and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of Conventions and international Agreements. This position is located in the Regional Office for Latin America and the Caribbean in Panama. The Programme Officer will report to the Senior Programme Management Officer, Latin America OzonAction Branch, the Regional Director and the Head of OzonAction and will be responsible for the following duties:

Responsibilities
Coordinates all actions required for the effective implementation of technical co-operation projects:
• Participates in the development, implementation and evaluation of projects; monitors and analyzes project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information gathered from diverse sources.
• Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations,
etc.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
Assists government officers of Latin America about Montreal Protocol matters:
• Support countries in meeting Montreal Protocol compliance requirements, including licenses system and other Montreal Protocol relevant legislation and policies. Identify and support countries in non-compliance, to return to compliance and ensure its sustainability; analyzes the status of countries concerning the implementation of Montreal Protocol and identify countries at risk of being in noncompliance; assist countries in responding to the Ozone Secretariat on information required by Implementing Committee (ImpCom); works with governments and other stakeholders to develop plans of action; liaise with Ozone Secretariat,
Multilateral Fund secretariat and Implementing Agencies on implementation of activities and projects; ensures the proper implementation of action plan.
Technical support for development reports and other informative documents:

• Undertakes outreach activities; conducts training workshops, seminars, network meetings, etc.; makes presentations on assigned topics/activities.
• Performs technical review of translations from English to Spanish of OzonAction publications, booklets, factsheets, etc
