The Senior Project Procurement Officer requires a full-time to lead the procurement plan, the day-to-day procurement implementation, monitoring and general management.
He/she will provide support to the Project Management Unit (PMU) and the project implementing agencies in a timely manner against all procurement outputs and outcomes as outlined in the approved project document and other workplans developed by the project.
The Senior Project Procurement Officer will have responsibility for procurement operations under guidance of National Project Coordinator.

Job responsibilities
Major Duties and Responsibilities:
- Develop, review, and update of annual and quarterly procurement plans for Nam Poui and Nam Houng Landscape.
- Ensure the procurement goods, service contract and consultancy are compliance with the procurement and other policies and donor requirement of GEP-LDCF in amount 6 million U$D for 5 years.
- Leading and prepare procurement related documents in line with the WWF’s applicable policies and procedures as well as donor requirements, if any – e.g. RFQ, Tender documents, PO, Contract.
- Providing guidance and orientation of procurement policies and procedures to stakeholders.
- Prepare PRF with full procurement documents to the Finance department for payment process.
- Tracking consultancy and service contracts, including deliverables, payment schedules, and contract compliance.
- Maintains a procurement tracker file for goods to make sure that all PRs are fully tracked there and up to date.
- Maintains and reviews purchasing, shipping and receiving records- e.g. PR, PO, RFQ, GRN, Tenders.
- Ensure completion of the procurement process within a reasonable period of time.
- Coordinate and follow up on delivery timelines, accept goods, and reporting
- Conduct spot checks to access the accuracy of procurement practices and provide the report per assigned by procurement manager
- Maintain supplier’s database, register and update regularly.
- Performs all other functions or tasks assigned as may be necessary to achieve departmental goals especially during peak reporting period and meeting tight deadlines.
Job requirements
Qualifications required:
- Bachelor’s degree in Procurement and Supply chain management, Business administration, Business law, Accounting and Finance or equivalent degrees.
- Concrete experience of computerized accounts packages, including Excel, PowerPoint and Word.
- 3 years of practical experience in procurement and/or supply chain management or similar relevant fields.
- Experience of procurement tasks with INGO is a plus.

Working relationships:
- Internal – WWF Network: Interact on a regular basis with National Project Coordinator, Procurement Manager, WWF-Laos Country Office staff colleagues.
