The Specialist for Protected Area Master Plan Development, with guidance from the Biodiversity Management Bureau through the EA Technical Lead, will be primarily responsible for developing the Protected Area (PA) Master Plan that is aligned with the updated Philippine Biodiversity Strategy and Action Plan (PBSAP).
The period of assignment is 70 person days from June 2026 to August 2027, unless revised in a mutually agreed upon timetable between the Consultant and UNDP.
Job responsibilities
- Coordinate with UNDP, the DENR Biodiversity Management Bureau, the Technical Lead and the Project Associate for activities relevant to the development of the PA Master Plan.
- Develop the design and ensure the stakeholder engagement process will be conducted to inform the drafting of the Protected Area Master Plan, particularly the planning workshops.
- Review relevant documents and updates to inform the draft and final PA Master Plan covering at least:
- Legal and policy framework
- Site selection with delineation
- Conservation objectives and measures
- Stakeholder engagement
- Governance
- Monitoring and Evaluation
- Resources
- Lead the presentation and ensure comments or recommendations are addressed or incorporated in the PA Master Plan to inform its finalization.
- Provide technical support relevant to the development of national reports.
Job requirements
Education
- Master’s degree, preferably in environmental sciences, development studies, business administration or any relevant field.
- Training or certification related to biodiversity conservation or climate change is an advantage.
Experience
- At least fifteen (15) years of experience in developing technical reports or frameworks focused on development planning and environmental management.
- At least ten (10) years of work experience with government agencies, development organizations, civil society organizations, academe on biodiversity conservation and protection, natural resource management and other relevant areas.
- Engagement with UN agencies and Philippine government agencies with leading mandates on biodiversity is an advantage.
- At least five (5) years of work experience in conducting environmental assessments at local or national levels.
Languages
- Proficient verbal and written skills in English and Filipino (must be indicated in the CV/resume).
