This report assesses the cost of biodiversity inaction in the EU and the economic case for closing the gap between current funding and what is needed. Its central conclusions are that current public funding is insufficient to meet the EU’s biodiversity targets, that increased and better-targeted public investment in biodiversity is highly cost-effective, and that existing funds can be used more effectively by reforming harmful EU public spending and crowding in private finance.
